I was reading an 
article today about a new concept of a public library in Manila, Philippines.  A bibliophile decided to open a "library" in 2000 after his parents passed on by collecting books and setting shop in front of his house.  Soon, people took the hint and started reading books.  The bibliophile doesn't charge a cent to anyone.  Anyone can take a book permanently.  He started from a collection of less than 100 books in 2000.  Now, he has between 3,000-4,000.  It's amazing.
